when i plug my headphones in my computer it still plays out loud on both, why?

so just like i stated it the headline when i plug my headphones in my computer it still plays out loud in both speaker and my headphones, how can i get it to not do that?
i really need help on this.

Go to Control Panel, Sounds and adjust volume,or click on Volume icon,located in the right bottom corner of the screen.
