I’m looking into an iPod, and therefore I’m looking into some good head phones, namely ones that can cancel sound. I’m not really willing to drop the almost $300 for the more fancy ones, so which ones would you guys recommend?

get a good pair of IEMs.
they have passive noise isolation that blocks out almost 10db more than anything made by bose, and it doesn’t have the annoying noise canceling frequency in the background of need batteries. (bose is also basically the joke of the audio world. overpriced and outdated, not to mention ugly. )
If you want something bassy, you could try the nuforce ne6, maximo im590, or atrio m5/m8. (buying used saves a ton here. look in the head fi for sale forum.)
if you like super detail and highs but are willing to give up some bass for it, phonak pfe.

There’s a ton of other stuff out there, but I just listed the ones I thought you’d likely be interested in.

If so, what brand can you recommend?

Noise-cancelling headphones are more expensive (like, double the price). You might be better off with a full-ear headphone like Sennheiser’s HD-202 which is about $60 compared to their noise-cancelling headphones which start at around $130.

I have a neighbor who blares music and the bass comes through my walls, it actually shakes the walls. I am at my wit’s end.. I hate to have to tell my landlord and find out that I was the one who "told" and I don’t want to personally get involved with my neighbor. What should I do?? Thanks… oh yeah, so my question.. do Noise cancelling headphones like the ones from BOSE block out bass? bass really pulsates through your body so how does this work..

It will lower the noise about 75%, I have two pairs. But the actual vibration that you feel in your home or body will be the same. You should blare your music, something really horrible, see how he likes it.
